Operators Course Overview

The 5-day Security Control Room (SCR) Operators course has been designed by NPSA to focus on the roles and responsibilities of operators working within a Security Control Room to enhance their readiness to deal with a terrorist incident.

The course follows NPSA guidance. It includes interactive and realistic immersive learning where delegates experience and respond to simulated terrorist attacks in a control room environment to provide the practical skills required. Research has identified that in a terrorist incident most deaths and injuries occur within the first few minutes. Emergency Responders will respond to an emerging terrorist incident as quickly as they can but in the best case that will likely be longer than a few minutes. During that time the Security Control Room is responsible for managing the incident. Acting Fast Saves Lives.

The research has also shown that the performance of the SCR can be significantly enhanced by following the guidance developed by NPSA and exercising their roles. Delegates that have completed the courses report that they were much better prepared for terrorist attacks and for everyday readiness following the course than before.

The course will:

  • Highlight previous terrorist incidents and NPSA guidance documents
  • Describe the stages of an attack timeline
  • Highlight roles and responsibilities within the SCR
  • Describe the meaning of Grey Space
  • Show the importance of an organisation’s preparedness for terrorist incidents
  • Highlight final attack preparation points, types of terrorist incidents, people’s reactions, and emergency services response
  • Communicate the importance of engagement with neighbours and communication technology and channels
  • Describe the types of barriers that assist with locking down a site
  • Explore the complexities of lockdown procedures
  • Demonstrate the importance of exercising and rehearsing 
  • Highlight measures to detect an attack

Who is this course for?

This practical course is intended for Security Control Room Operators including supervisors, and applies to all organisations and venues. The course has already been attended by operators from transport, retail, stadiums and arenas, major events and festivals, office buildings, government buildings and other public spaces across the country.

This course is not intended for managers or directors with financial or operational responsibility for Security Control Rooms for which there is a one-day Managers Course. Click here to learn more.
